The genre of music used in ParaPara Paradise is called "Eurobeat", characterised by high BPMs, heavy use of synthesisers and rather amusing themes/lyrics. Eurobeat as a genre came after Eurodance and derives strongly from it and Italo-House/Disco. In fact, you could say one half of the songs sounds like it came from '94-'95, the other from the 70s!
In any case, the name "Eurobeat" is there for a reason, albeit not a very good one, as I will now explain. A great deal of Eurobeat (I'd estimate 90%) is made in various studios around Italy, yet not one Eurobeat record has ever seen the light of day IN Europe. It's exported directly to Japan's Avex. Having said that, the music IS produced in Europe, the singers ARE European (not all Italian), so it's a relevant name. I only wish we could enjoy it too.
Some of the most famous studios/labels are: Delta Dance - Yes, the song is called DeltaDance.com for a reason! Studio is in Monza. SCP - Home of ACE. In Lake Garda. Contini Edizioni Musicali - Home of Dave Rodgers! Also do stuff for the Italian market. Like the Inuyasha theme tune. Time Records - They do lots and lots of non-Eurobeat songs for the European market. Also have links with a certain radio station, hint hint... Live Music Studio/Hi NRG Attack - Home of Franz Tornado and co.
I hope this mini-guide has been useful, I'll be adding to it soon but feel free to ask questions/point out mistakes/make comments as you see fit.

You said we never get Eurobeat in Europe. *cough cough* what do you call O-Zone? Apart from that, I agree.

No.
Also PKer, rather than "high BPMs" I'd say that the vast majority of eurobeat songs are around 150bpm.

Jenny Rom counts as eurodance/pop, IIRC. E-Rotic are just cheesy euro dance pop too (I don't mean that in a bad way, I think they're class ), I think. As are O-Zone, who don't have the trademark synths that feature heavily in Eurobeat, they're just pop really.

Structure of Eurobeat:
1. Introduction, synth. 2. Verse, little bit of synth in between each stanza, 2/4 time. 3. Chorus with lots of synth. 4. Bridge, same as intro. then repeats of 2, 3 and 3 again. End.
That's how almost every eurobeat song I've heard has gone.

Kind of, but it's the wrong type of synthesiser. Eurobeat synth is a lot more.. :/ eurobeaty.
EDIT: Got it. The kind of synth in E-Rotic's songs is too smooth, most eurobeat has a harsher, more energetic sound. (Christ, I feel like a musical wine tester ^^; ) EDIT2: That is the difference between EuroDance (E-Rotic) and EuroBeat (Niko).

Check out the record labels like A-Beat-C, Boom Boom Beat, Deltadance (or Delta), Hi NRG Attack and Time if you are trying to get into eurobeat. These labels feature on Avex's Super Eurobeat series of albums. There are many spin offs, such as Euromach, which are definitely worth listening to.
If anyone has any questions about eurobeat music or artists and so on, you can ask me or something, cos I'll more or less know the answer, unless it's something rediculous!
Cheers.
