I was hoping to just use the intros to a few shows such as naruto along with the theme song to make some, and others I was hoping to use my friends anime music videos for ^^ (just convert them to stepmania songs)

well as Dancefreak said it is easy to make sims but i think that if the videos are in .avi fomate they might be easier to work with

You use Stepmania (Edit/Synch mode) to create stepfiles for Stepmania. First, create a new folder for your song, copy a .dwi or .sm file from another song and put it there. (It's probably best to rename it to the name of your .mp3). Now, go into Edit/Synch mode in SM and open your song. First, use the delete key to get rid of all the notes already in there. The song must be synched to match the music. Basically you use the F7 and F8 keys to adjust the tempo, and the F11 and F12 keys to change where the music starts. This will take much testing. The best method for testing if you have got the right BPM and offset is to place a few notes on the beat and then turn assist tick on. Play your song back (this can be done in edit mode) and see if the ticks match the beat of the song. Make sure you also check out the beat far into the song, because if you are out by a slight amount it will not be noticeable near the start. A BPM finding program might be useful, but you'll want one that analyses the actual music file (like ACID), not one where you press a button and it gives you the BPM (like most of the downloadable ones). Once the song is properly synched, delete all the notes and you can start to add the actual steps. Either press R or Ctrl R (depending on version) to record and use the arrow keys to tell SM the stepping pattern. However, this method can be inaccurate, especially for fast patterns. So, it's best to simply scroll through the song while it's not playing and use the 1, 2, 3 and 4 keys (5, 6, 7, 8 also if for double) to place notes. You use the left and right arrows to change the 'snap' of your cursor - if you know music you will quickly figure this out, otherwise it is tough to explain.
Remember to test out your finished product with assist tick on to make sure it fits nicely 
I know this wasn't the best explanation but nobody else seems to be helping.
If this wasn't what you meant and you were asking about the .avi files, then sorry for wasting your time.
